TikTok Shop Partner vs MCN vs TAP vs e-commerce enabler: what is the difference in Malaysia?

If you are a brand trying to grow on TikTok Shop in Malaysia, you will probably come across a few terms very quickly: TSP, MCN, TAP, e-commerce enabler, TikTok agency.

They sound similar. Sometimes the same company may even provide several of these services. But they are not exactly the same thing.

What is the short answer?

A TikTok Shop Partner (TSP) primarily helps merchants operate and grow their TikTok Shop business, including shop operations, content, LIVE and other e-commerce services.

An MCN, or Multi-Channel Network, primarily works with creators. It helps develop and manage creators, content, livestreaming and collaborations between creators and brands.

A TikTok Shop Affiliate Partner (TAP) focuses more specifically on affiliate commerce: helping sellers connect products with creators who can promote and sell those products for commission.

An e-commerce enabler is a broader industry term. An enabler may take responsibility for a large part of a brand's online business, including marketplace operations, livestreaming, content, advertising, affiliate management, customer service, fulfilment and commercial analytics.

The easiest way to think about it:

TSP = operate the shop. MCN = develop the creators. TAP = activate the affiliates. Enabler = operate the wider e-commerce business.

The reality is more complicated because these roles can overlap. Let's break them down.

What is a TikTok Shop Partner or TSP?

TikTok Shop describes a TikTok Shop Partner (TSP) as a third-party service provider that helps merchants start, operate and grow their e-commerce business on TikTok Shop.

Depending on the partner, services can include:

TikTok Shop Malaysia also operates a certification programme for TSPs, with partners assessed on their capabilities and performance.

For a brand, a TSP is generally the partner closest to the merchant side of TikTok Shop.

Imagine you already have products. Your problem is:

"I know I should be selling on TikTok Shop, but I don't have the team, expertise or operating system to run it properly."

That is typically where a TSP comes in.

What is an MCN?

MCN stands for Multi-Channel Network. Within the TikTok Shop ecosystem in Malaysia, TikTok defines an MCN as an organisation that manages, supports or represents content creators.

Its work can include:

So while a TSP begins mainly from the merchant, an MCN begins mainly from the creator.

For example, a skincare brand may already have its TikTok Shop running. What it needs now is 50, 100 or 500 creators making videos about its products. Or it wants professional hosts to livestream its products every day. Or it wants access to creators who already understand how to sell products through content.

That is where an MCN becomes relevant.

The important thing to understand is that MCN does not simply mean "influencer agency". In social commerce, creators are increasingly part of the actual sales distribution infrastructure. Their job is not only to generate awareness. Their content can generate transactions.

What is a TikTok Shop Affiliate Partner or TAP?

A TikTok Shop Affiliate Partner (TAP) specialises in TikTok Shop's affiliate ecosystem. TikTok Shop describes TAPs as third-party agencies that help connect sellers and creators through affiliate campaigns.

The seller provides the products. Creators promote the products through videos, LIVE or other content. When sales happen, creators receive commission. The TAP helps make this relationship work at scale.

A TAP may help with:

TikTok's current Malaysia guidelines also describe TAPs as organisations supporting and managing creators participating in the TikTok Shop affiliate ecosystem.

Think of TAP this way. You have 100 products. There may be thousands of TikTok creators who could potentially sell them. But which creators? Which products should you send? What commission should you offer? Who actually posted after receiving samples? Which creator generated sales? Which creator should receive more products? Which campaign should be scaled?

That is the operational problem a TAP tries to solve.

What is an e-commerce enabler?

This is where things become slightly different. E-commerce enabler is a broader industry term rather than another TikTok Shop partner classification.

An enabler helps a brand operate its online commerce business. That can extend beyond TikTok to platforms such as Shopee, Lazada, a brand's own website and other digital sales channels.

Depending on the enabler, services might include:

In other words, the conversation changes from "Can you help me run TikTok?" to "Can you help me run my online business?"

That is a much bigger responsibility.

This table is useful, but there is an important warning: do not choose a partner based only on the label.

There is significant overlap. A TSP may have a very strong creator operation. An MCN may be excellent at livestream commerce. A TAP may provide much more than creator matchmaking. And an e-commerce enabler may also operate as a TSP, MCN or TAP.

TikTok Shop's own Malaysia guidelines recognise that organisations can participate across more than one agency-partner role.

The question is not only "What type of agency are you?". The better question is:

"What part of my e-commerce operation can you actually take responsibility for?"

Which one does your brand actually need?

This depends on where your bottleneck is.

Situation 1: "We don't know how to operate TikTok Shop."

Start by looking for a TSP or an experienced TikTok Shop enabler. Your biggest problem is operational capability. You need someone who understands how the shop, products, promotions, campaigns, content and commercial operations work together.

Situation 2: "Our TikTok Shop is running, but we don't have enough content."

You probably need stronger MCN, creator or content capabilities. TikTok commerce is heavily dependent on content distribution. Having a store is not enough. Someone still needs to create the demand.

Situation 3: "We want hundreds of creators to sell our products."

Look closely at TAP and affiliate-management capabilities. At small scale, your internal team may be able to manage 10 or 20 creators manually. At larger scale, it becomes an operational system. Recruitment, samples, commissions, follow-ups, creator performance, product matching and campaign analysis all become important.

Situation 4: "We want someone to manage the whole online business."

You are probably looking for an e-commerce enabler rather than a single-service agency. For example, a brand may want one operating partner responsible for TikTok Shop, Shopee, livestreaming, content, affiliates, advertising, fulfilment and reporting.

At that point, you are no longer buying a marketing service. You are outsourcing part of your commercial operation. That distinction matters.

What mistake do brands often make when choosing?

Brands sometimes start by asking: "How much is your monthly fee?"

It is an understandable question. But it is probably not the first question you should ask. Before discussing price, understand what the partner is responsible for.

Imagine Agency A charges RM10,000 per month and Agency B charges RM50,000. At first glance, Agency A looks much cheaper. But perhaps Agency A only produces content. Agency B may be running the store, livestreaming 8 hours a day, managing advertising, recruiting affiliates, handling campaigns and providing operational reporting.

You are not comparing the same product.

Instead, ask potential partners:

  1. What exactly will your team manage?
  2. What remains the responsibility of our internal team?
  3. Who manages our TikTok Shop daily?
  4. Who produces content?
  5. Who manages creators and affiliates?
  6. Who operates livestreaming?
  7. Who manages advertising?
  8. Who looks at inventory and product availability?
  9. What numbers will you report every week?
  10. How do you decide what to scale and what to stop?

The last 2 questions are especially important. A good commerce partner should not simply tell you what happened. It should help you decide what to do next.

What is the difference between a marketing agency and a commerce operator?

This is probably the distinction that matters most to us at Labu-Labu.

Traditional digital marketing usually starts with: how do we get more reach? Commerce starts with: how do we generate profitable transactions?

Those 2 questions create very different behaviour.

Imagine a video receives 1 million views. A marketing team may consider that a success. But a commerce operator has additional questions. How many people clicked? How many bought? Which SKU did they buy? What was the conversion rate? How much commission was paid? How much advertising was required? Was there enough stock? Did customers return the product? Did the campaign make money? Should we reorder this SKU? Should we give it to more affiliates? Should we put it into LIVE tomorrow?

The content still matters. But content is now connected to inventory, conversion, margin and supply.

That is the difference between doing social media and operating social commerce.

What does Labu-Labu do?

At Labu-Labu, we work across multiple parts of the social-commerce ecosystem. Our objective is not simply to create content or manage one marketplace function.

We look at the commercial system connecting products, content, creators, traffic, conversion, orders, inventory, fulfilment and data. Because in real e-commerce operations, these things cannot always be separated.

A great livestream cannot sell a product that is out of stock. A successful affiliate campaign becomes useless if inventory cannot be replenished. A high-traffic product may still be a bad product if conversion is weak. And a high-GMV campaign may not be a good campaign if the economics behind it do not work.

That is why we increasingly think about e-commerce as an operating system rather than a collection of marketing activities.

So which TikTok Shop partner should you choose?

There is no single label that automatically tells you which agency is right for your business. Instead, start with the problem.

If your problem is shop operations, look for strong TSP capabilities. If your problem is creators and content, look at MCN capabilities. If your problem is affiliate distribution, look at TAP capabilities. If your problem is managing the overall e-commerce business, look for an enabler that can connect all these functions.

And if your business is already at meaningful scale, you may eventually need several of these capabilities working together.

The label tells you what a company is. The operating capability tells you what it can actually do for your business. That is the part worth understanding.

Frequently asked questions

What is a TikTok Shop Partner in Malaysia?

A TikTok Shop Partner, or TSP, is a third-party service provider that helps merchants operate and grow their TikTok Shop business. Services may include shop management, livestreaming, short-video content, operational support and other e-commerce services. TikTok Shop Malaysia operates a certification framework for TSPs.

What is the difference between a TSP and an MCN?

A TSP primarily supports merchants and TikTok Shop operations, while an MCN primarily manages and develops creators, content and creator commerce. Their capabilities can overlap.

What is the difference between an MCN and a TAP?

An MCN broadly manages and supports creators, including content and livestream activities. A TAP is more specifically focused on creators participating in TikTok Shop affiliate commerce, including affiliate campaigns and matching sellers with creators.

Is an e-commerce enabler the same as a TikTok Shop Partner?

Not necessarily. A TikTok Shop Partner is part of TikTok Shop's partner ecosystem. An e-commerce enabler is a broader term for a company that helps brands operate e-commerce and may work across TikTok Shop, Shopee, Lazada, websites, advertising, fulfilment and other functions.

Can one company be a TSP, MCN and TAP?

The roles can overlap, and TikTok Shop's Malaysia ecosystem allows organisations to operate across multiple partner functions, subject to the applicable enrolment and programme requirements.

Do I need a TikTok agency if I already have an internal marketing team?

Not always. The important question is whether your internal team has the capacity and expertise required for the parts of TikTok Shop you want to scale. Some brands outsource the entire operation, while others keep strategy internally and use external partners for livestreaming, creators, affiliates, content or marketplace operations.

How should I choose a TikTok Shop agency in Malaysia?

Start by defining the business problem you want the agency to solve. Then compare partners on their actual operating capabilities, responsibilities, experience, reporting, data and commercial model, rather than choosing on agency labels or monthly fees alone.
